Agree the sample in writing
Every template, every interaction type, and a few random pages. On the worked example 19 sampled pages across nine templates is two a template, and 220 pages nobody opens, which belongs in the report rather than being left unsaid.
Insist on four passes
Automated, keyboard-only, screen reader and 200% zoom with 320px reflow. Thirty-five minutes a page is a realistic budget, which is the 11 hours on the worked example.
