These sheets have almost no constants. Every number is worked from the figures you enter: the pages, the templates, the images without alt text, the forms, the videos, the PDFs, the criteria failing, the minutes a fix takes, your developer's and the auditor's hourly rates, the sample share, the retest rate, the open issues and the rate you close them. The one figure that is not yours is the count of WCAG 2.2 Level AA success criteria the checklist scores against, which is the standard's own and is cited where it is used. The defaults are one 240-page site's worked example, not a benchmark this site publishes.

This is the ADA compliance checklist, and it turns the site you already have into a number. Enter the pages, the templates behind them, the images with no alt text, the forms, the uncaptioned videos, the downloadable PDFs, how many of the fifty WCAG AA success criteria are failing, the minutes a fix takes and your developer's hourly rate. It returns the issues the list implies, the share of criteria passing, how many issues live in a template rather than a page, how far each template fix reaches, the hours, the cost, and the share of that cost which is documents. The figure to argue over is the template count: it is the cheapest leverage on the whole list.
The issues, off the counts
180 images with no alt text, six forms at two issues each, four uncaptioned videos at two, 25 PDFs at three and fourteen failing criteria across nine templates is 401 issues. Change the template count and the last term moves faster than anything else on the sheet.
The leverage, off the templates
126 of the 401 issues are template issues, and with 240 pages over nine templates each template fix reaches 26 pages. That is why a fix list ordered by template costs a fraction of the same list ordered by page.
The cost, off your own rate
401 issues at 25 minutes each is 167 hours, and at $95 an hour that is $15,872, or $66 a page. The 25 PDFs alone are $2,968 of it, which is worth knowing before anybody promises a remediated document library.

Where does the criteria count come from?
WCAG 2.2 defines 50 success criteria at Level A and AA combined, which is the set an ADA or Section 508 audit is measured against. The number failing is yours, from a scan and a keyboard pass.
Is 25 minutes a fair average?
It is one team's figure. Alt text is two minutes; a keyboard trap in a custom component is a day. Use your own and the total moves with it.
Does this replace an audit?
No. It sizes the work so an audit quote is comparable, and so the work can be scheduled before anybody is engaged.
