Count the site before anybody quotes on it
Pages, templates, images without alt text, forms, videos and PDFs. On the worked example that is 240 pages across nine templates, 180 images, six forms, four videos and 25 documents, which is what turns a vague quote into a comparable one.
Score the criteria, not the pages
Fourteen of fifty AA criteria failing is 72% passing, and it is the sentence you can say to a lawyer or a buyer. Multiply the failing criteria by the templates and you get the 126 issues that reach every page on the site.
